Statement of Work
Also known as: SOW, Statement of Requirement
The section of a solicitation defining the work to be performed, deliverables and standards.
The statement of work defines scope: what must be delivered, to what standard, on what schedule, and what the buyer will provide. Once the contract is signed it becomes the reference point for whether obligations have been met.
Read it against the evaluation criteria rather than in isolation. Where the two emphasise different things, the criteria determine the score — but the statement of work determines what you are committed to deliver, and pricing against a misread scope is a durable and expensive mistake.
